Have you ever been the target of someone’s thoughtless behavior? If so, you may know how awful it is to mind your own business until someone in a vehicle comes flying by and splashes you with water. That rude act is enough to ruin your day. It shows a lack of consideration for the gutter being filled with water.
Gutters alleviate water buildup on the street, allowing pedestrians to pass without walking through puddles and reducing the risk of hydroplaning by road vehicles. Typically, cars should slow down to prevent other people from getting drenched. Unfortunately, that wasn’t the case here.
